The State Council is headed by the Honble Chief Minister of Tamilnadu or his/her nominee as President.

The State Council has a governing body comprising 30 members representing interests that include Government, Scientific Research and Development Institutions, Industries, Bankers, Extension Services and Consumer Interests.

The administration and management of the State Council is looked after by its executive committee comprising the Vice-President, six Scientists/ Technologists/Administrators representing different interests nominated by the Government of Tamilnadu, three Ex-officio members and the Member Secretary. The Vice-President is nominated by the Government who is also the Chairman of the Executive Committee.
